Dutch Box 3 wealth tax reform developments
Overview
The Dutch House of Representatives previously passed a motion calling for a separate tax regime for real estate within the Box 3 system to move toward a realization regime. This aims to prevent investors from facing tax burdens that can exceed ‘100 percent of net rental income.’
Implementation of the new system has been delayed by six months due to a lack of support within the governing coalition. Finance Minister Eelco Heinen and State Secretary Eelco Eerenberg have indicated that the government will heavily weigh concerns from the real estate sector regarding the current system of taxing presumed annual returns, which may not reflect actual returns during periods of inflation and interest rate fluctuations.
Prime Minister Jetten has since indicated that the government intends to present a new proposal to opposition parties, characterizing it as an ‘attractive offer’ designed to appeal to both the left and right sides of the political spectrum. This follows reports that a planned capital gains tax on unrealized value increases was removed from consideration, a move that could potentially result in a revenue gap of up to €20 billion in the initial years. While some parties, such as JA21, have expressed positivity toward the direction of the Box 3 reform, others like Pro and Volt remain cautious regarding related adjustments to social security. Negotiations are expected to continue as the Chamber prepares to debate the financial aspects of the budget.
