Dutch household energy cost concerns

The Vereniging Eigen Huis (VEH) has called on the Dutch House of Representatives to implement a cost ceiling for cumulative energy measures. The association argues that the government is treating various rising costs—including the 2027 abolition of net metering, increased gas taxes, and transport costs—as isolated issues rather than a significant combined financial burden for homeowners.

Following these calls for protection against rising bills, reports emerged regarding a ‘blind spot’ in existing energy assistance. Approximately 119,000 low-income households in poorly insulated homes are reportedly failing to qualify for the Noodfonds Energie (Energy Emergency Fund). Because the fund requires energy bills to exceed 8% to 10% of gross income, households that have drastically reduced their consumption to 15 or 16 degrees Celsius to manage costs are being excluded from eligibility.

While the Noodfonds Energie has allocated 193 million euros to support roughly 500,000 households for the winter, the Armoedefonds has criticized the fund for failing to address ‘hidden energy poverty,’ noting that the average support provided is significantly lower than the yearly deficit faced by energy-poor households.
