Ecuador Data 593 platform launch and cyberattacks

Overview

The National Directorate of Public Records (DINARP) launched Data 593 on September 1, 2026. The mobile application is part of the National System of Public Records (SINARP) and aims to centralize citizen data from at least ten state institutions, including the Civil Registry, the National Transit Agency, and the Internal Revenue Service. The platform allows users to access documents such as identity cards, driver's licenses, and tax information through a registration process involving facial identity validation.

Following its launch, the platform has faced multiple cyberattacks. Investigations identified malicious IP addresses linked to servers in Peru, India, Uzbekistan, Brazil, and the United States. While these addresses have been flagged for activities including DDoS attacks and unauthorized system scanning, officials noted that the use of VPNs and remote servers means the origin of the IP addresses does not definitively identify the perpetrators. Despite these security incidents, the Ecuadorian government maintains its intention to continue the digital transformation of public services.
