Education and childcare expansion in Germany and Austria
Overview
In Bavaria, Germany, Minister for Families Ulrike Scharf announced the implementation of a legal entitlement to all-day education and care for primary school children. Beginning with first grade in the 2026/2027 school year, the program is set to expand through 2029, supported by 461 million euros in state funding for municipal infrastructure and equipment.
As the program progresses, the Bavarian state government continues to provide financial support to municipalities to improve facilities and capacity, such as a 90,000 euro grant for a childcare center in Fuchstal. Meanwhile, the CDU/CSU parliamentary group is advocating for legislation to improve children’s start opportunities and daycare quality, including mandatory nationwide assessments of language and developmental status for children by age four.
Simultaneously, the Austrian Ministry of Education is piloting a project to extend primary school from four to six years. The initiative, which aims to delay secondary education transitions until age twelve, plans to select five schools across three federal states for a trial starting in the 2027/28 school year.
In Germany, local municipalities are also advancing childcare infrastructure and digital services. In Singen Radolfzell, daycare centers have adopted the ‘Easychild’ app to manage administration and provide automated translations in twelve languages to support integrated families. In Ludwigshafen, construction has begun on a new daycare facility for the 2027/28 school year, part of a larger plan to address local shortages through the use of wooden modular buildings.
