Egypt food security and subsidy reform efforts

Egypt has initiated a series of reviews and collaborative efforts to strengthen its national food security and subsidy systems.

In early August, President Abdel Fattah Al-Sisi reviewed the country’s food security framework, noting that strategic commodity stocks, including grain reserves, are at “very reassuring” levels. The administration focused on expanding storage capacity through the Mostaqbal Misr grain-silo complex and reforming social protection through the Takaful and Karama cash-transfer programme and updated ration-card systems.

By late August, the focus expanded to international cooperation, as the Ministry of Supply and Internal Trade met with the World Food Programme (WFP) to establish a joint action plan for 2026–2027. This partnership aims to improve market efficiency through a new index to monitor commodity prices, availability, and regional disparities. The collaboration also includes enhancing citizen complaint systems and implementing specialized training to better assess how the subsidy system meets household nutritional needs.

In August 2026, the Ministry and the WFP officially launched this joint action plan, which is scheduled to run through July 2027. The initiative focuses on enhancing food security and nutrition through advanced data analysis. A central component is the development of a market efficiency index designed to monitor commodity availability, regional price disparities, and product quality, allowing the government to detect market imbalances early. The agreement also establishes an integrated system for managing citizen complaints and provides specialized training to analyze the costs of maintaining a healthy, balanced diet in relation to household purchasing power.
