Egypt healthcare infrastructure and service expansion

Overview

Egypt has significantly increased its healthcare investment over the last decade, with the Minister of Health and Population, Dr. Khaled Abdel Ghaffar, reporting total spending of approximately 2 trillion Egyptian pounds. Government health spending has seen a 12-fold increase since 2014, rising from 42 billion Egyptian pounds to a projected 511 billion Egyptian pounds for the 2025/2026 and 2026/2027 fiscal years.

Infrastructure efforts involve 1,309 health projects with investments exceeding 403 billion Egyptian pounds. Approximately 1,000 projects are complete, while 323 remain under execution. These initiatives aim to add nearly 20,000 hospital beds. Since 2018, campaigns to eliminate surgical waiting lists have facilitated over 3 million surgeries, costing more than 38.6 billion Egyptian pounds. Presidential health initiatives have also provided over 303 million services to roughly 95 million citizens.

Looking forward, the National Health Strategy 2024–2030, aligned with Egypt Vision 2030, focuses on seven priorities and 44 goals, including primary care, digital transformation, and workforce development. The Minister also highlighted international recognition from the World Health Organization for Egypt’s efforts to eliminate Hepatitis C.

Recent developments include plans to expand home healthcare services for health insurance beneficiaries, with the Ministry aiming to increase home treatment clinics from 9 to more than 23 to reach every city center across Egypt’s 27 governorates. A new comprehensive development plan also targets medical professional welfare, aiming to increase average incentive payments by at least 50% by the 2029-2030 fiscal year. Other targets include adding 1,000 ambulances and bringing 14 new hospitals into service. Additionally, a nationwide presidential initiative for the early detection of childhood cancer is scheduled to launch in three stages starting in January 2027, with an estimated cost of one billion Egyptian pounds.
