Egypt's Madbouly infrastructure initiatives

In early August 2026, Egyptian Prime Minister Mustafa Madbouly chaired a high‑level meeting to set the administrative and logistical framework for the 2027 Hajj season, coordinating travel, accommodation, medical services and a new pilgrim identification system with Saudi authorities. In the same session he reviewed proposals for two integrated medical cities in the New Administrative Capital and Al‑Ain, backed by more than $5 billion of foreign direct investment and intended to support Egypt’s universal health‑insurance scheme and medical‑tourism ambitions.

Two days later, Madbouly met with Qatari Diar’s CEO Sheikh Hamad Bin Talal Al‑Thani and Housing Minister Randa El‑Menshawy in New Alamein to assess progress on the Alam El‑Roum coastal hub – a mixed‑use, year‑round urban and tourism destination on the north‑western Mediterranean coast. The partnership aims to transform the area into a permanent city with residential, hospitality, commercial, healthcare, educational and entertainment facilities. The meeting also revisited the medical‑city proposals, confirming financing through an international consortium and continued focus on medical tourism and support for the national health system.

Together, the snapshots illustrate a coordinated push by Madbouly’s government to attract large‑scale foreign investment for health, tourism and urban development projects across Egypt.
