El Bocal walkway collapse investigation

Overview

Following the collapse of the El Bocal walkway in Santander, which resulted in the deaths of six young people and left one survivor with serious injuries, a judicial investigation is underway to determine liability.

A legal representative for the company Dragados testified that the structure failed due to a lack of maintenance rather than construction defects. The representative noted that the administration terminated the contract when the project was only 37% complete, leaving the walkways unfinished, and admitted that quality tests were not conducted. The investigating judge has declared Dragados a potential civilly liable entity.

In the progression of the investigation, a judge has summoned several witnesses to testify, including a group leader from Dragados, the company’s quality manager, and a representative from the manufacturer, Fronda. The court has also requested Dragados to provide quality control procedures, material acquisition protocols from 2014, and the ‘Inspection Point Plan’ for the walkway. Additionally, a forensic medical report has been ordered to evaluate the injuries of the sole survivor.
