Electric bicycle regulation in UK and France

Overview

Regulatory efforts regarding electric bicycles are intensifying in the United Kingdom and France to address safety and accessibility concerns.

In London, officials are seeking stricter regulation of dockless e-bikes to manage rapid growth and protect pedestrians, particularly those with mobility or sight impairments. While local boroughs like Enfield and Waltham Forest have previously debated restrictions or proposed ‘firm red lines’ to prevent pavement obstruction, the approach is shifting toward centralized control.

Mayor Sadiq Khan has announced plans for a citywide licensing framework to replace the current patchwork of borough-managed regulations. Enabled by the English Devolution and Community Empowerment Act 2026, this system would grant Transport for London (TfL) the authority to license operators and establish uniform standards for safety, parking, fleet management, and data sharing. The move aims to end what Khan described as the ‘Wild West’ approach to dockless bikes, following reports of misuse and abandoned vehicles, such as Lime and Forest bikes being left in the Greenwich Tunnel.

In response to pavement clutter, the operator Lime has allocated approximately £886,857 to nine London boroughs, including Greenwich, Lambeth, and Hackney. This funding is intended to create or expand 586 parking bays to accommodate the rising number of cycling trips, which now account for one in ten of London's daily cycling trips.

In the UK, restrictions are also expanding across transport networks. Following bans on non-folding e-bikes in London and Liverpool, the RMT union has called for a nationwide ban across the National Rail network, despite clarifications from Network Rail that certain recent signage represented local rather than national measures.

In France, Lyon and Villeurbanne have introduced a different approach through a one-year experiment. In designated pedestrian zones, the electric assistance on 2,500 Vélo’v e-bikes automatically shuts off to ensure cyclists slow down in high-traffic areas.
