Environmental monitoring and reporting in Balkans

Overview

Environmental concerns in the Balkan region have recently focused on forest conservation and the implementation of new reporting mechanisms. In Serbia and Croatia, reports highlighted wildlife rescue efforts and significant forest cover loss. Specifically, the NGO Zeleni odred in Croatia used satellite imagery to report a loss of approximately 120,000 hectares of forest between 2001 and 2025, characterizing the situation as a ‘politically designed ecocide.’

Efforts to improve environmental oversight have expanded through digital and incentive-based tools. Bosnia and Herzegovina launched Alert.ba, a platform allowing citizens to report issues such as illegal landfills, fires, and air pollution via GPS-tagged photos. Meanwhile, in Croatia, cities like Rijeka and Opatija have introduced or proposed models to reward citizens for reporting illegal waste disposal, with Rijeka proposing that informants receive 50 percent of the fines paid by offenders.
