Establishment of High Court bench in Leh, Ladakh

Overview

The administration of Ladakh has taken steps to enhance judicial access and social stability in the region. Initially, Lieutenant Governor Vinai Kumar Saxena approved Leh as the site for a sitting bench of the High Court of Jammu Kashmir and Ladakh, citing that the Leh Division accounts for approximately 60 per cent of the Union Territory’s pending cases. Alongside this, the Lieutenant Governor approved the withdrawal of criminal cases against 20 individuals involved in previous violence in Leh to promote “peace, public tranquility, and social harmony.”

A permanent sitting bench of the High Court was officially inaugurated in Melongthang, Leh. The ceremony was attended by high-ranking officials, including the Chief Justice of India, Supreme Court Justice Surya Kant, the Attorney General of India R Venkataramani, and Lieutenant Governor Vinai Kumar Saxena. Chief Secretary Ashish Kundra described the establishment of the bench as a “rare feat in modern Indian judicial history,” noting that the administrative and judicial setup was completed within two months.

Beyond addressing the geographical and logistical challenges for residents who previously had to travel to Jammu or Srinagar, the inauguration included several digital and environmental initiatives. Chief Justice Surya Kant launched an e-Filing Portal, a Document Management System (DMS), and an Online Recruitment Portal for the High Court. Additionally, the Chief Justice virtually inaugurated the ‘Green Wall’ initiative, a project focused on environmental conservation and ecological sustainability in the region.
