EU climate‑innovation loan schemes for SMEs

Overview

In late July 2026, two European governments announced large‑scale financing programmes aimed at helping small and medium‑sized enterprises develop climate‑resilient technologies.

Sweden’s Ministry of Industry and Tourism introduced the Innovation X Climate scheme, backed by a €300 million budget and administered by the European Investment Fund’s National Innovation Company (Enisa). The programme offers equity‑linked loans ranging from €25 000 to €1.5 million, without personal guarantees, to fund projects that improve climate resilience, water management, energy transition and other sustainability goals.

A few days later, Spain’s Ministry of Industry and Tourism launched a similarly sized €300 million “Innovación X clima” financing programme, also managed through ENISA’s FEPYME fund. In parallel, the state credit agency ICO expanded its ICO Crecimiento digital loan, targeting SMEs with at least four years of operation and financing intangible assets such as patents, software and training. Both Spanish initiatives aim to boost the domestic climate‑technology sector, which contributed 2.7 % of Spain’s 2024 GDP.

Together, the Swedish and Spanish announcements illustrate a coordinated European effort to mobilise substantial public capital through Enisa‑managed loan facilities, supporting SMEs in the transition to a low‑carbon economy.
