EU health and social funding in Romania and Moldova

Overview
In early July 2026, Romania’s Ministry of Labour announced over €41 million in advance payments for the SCI2000 programme, supporting integrated community teams in about 400 rural municipalities. By late July, the Ministry of Health allocated 11 million lei to 19 health‑related projects, including the refurbishment of an Integrated Community Centre in Aiud. Around the same time, Moldova received a non‑repayable €10 million EU grant for HIV/AIDS, STI and tuberculosis prevention, diagnosis, treatment and care through 2029.
On 30 July, the Oradea City Council approved the technical project for a new infectious‑disease and pneumology hospital within the Bihor County Emergency Clinical Hospital. The 50,000 m² facility, with up to 295 beds, will cost an estimated 728.36 million lei and will be financed through the EU Health Programme 2021‑2027. The same week, the Regional Development Agency for South‑West Oltenia extended the deadline for a €15.8 million call under the EU Health Programme, aimed at building, expanding, modernising and digitising mental‑health centres and addiction‑treatment units across the region. These steps illustrate the ongoing deployment of EU funds to strengthen health infrastructure and social services in Romania, complementing the earlier rural‑social‑inclusion investments and Moldova’s health‑sector grant.
