EU Recovery and Resilience Facility final payments
Overview
The European Commission has approved the final payment requests for France and Austria under the NextGenerationEU Recovery and Resilience Facility (RRF).
In France, the Commission approved a €6.1 billion payment following the successful implementation of reforms and investments within its €40.3 billion recovery plan. These measures addressed sectors such as transport infrastructure, hydrogen, digitalization, and healthcare modernization.
Austria has also completed its €3.96 billion recovery and resilience plan, receiving its fifth and final €306 million installment. The Commission confirmed that Austria met all 8 remaining milestones and 10 targets. Funded projects included business decarbonization, sustainable mobility, the circular economy, and biodiversity. Specific initiatives included energy efficiency in industrial production, the expansion of high-speed broadband to 80,000 rural households, and upgrades to the Koralm railway line.
As the RRF enters its final stages, the European Commission has released its fifth annual report, noting that €450 billion—approximately 79% of total resources—has been distributed since 2021. The Commission is currently reviewing 32 final payment requests totaling roughly €123 billion, with disbursements expected to conclude by the end of 2026. To date, Member States have fulfilled 4,082 of nearly 6,000 committed milestones and targets, with €287 billion dedicated to the green transition.
