EU Sahel envoy saga faces legal challenge
Entities: Ministry for Foreign and European Affairs of Slovenia · Tonet Kajzer · Ministry for Foreign and European Affairs (Slovenia) · Robert Golob · Tanja Fajon
Overview
In early July 2026 the EU moved to name former Slovenian foreign minister Tanja Fajon as its special representative for the Sahel, but the nomination was withdrawn after procedural objections from Slovenia and the European People’s Party. On 22 July EU member states agreed to appoint Danish diplomat Birgitte Nygaard Markussen as the new EU special representative, a step meant to restore momentum to the EU’s Sahel policy.
In late July the Slovenian foreign ministry filed a criminal complaint against former foreign minister Tanja Fajon and former ministry secretary Barbara Žvokelj. The indictment, submitted on 26 July to a specialised state prosecutor, alleges that Žvokelj exceeded her authority by nominating Fajon as the EU’s Sahel envoy via email, bypassing the cabinet personnel commission, the parliamentary committee and standard diplomatic procedures.
Opposition parties, including the Slovene Democratic Party and the Freedom Movement, describe the complaint as politically‑motivated retaliation aimed at discrediting Fajon and shielding Prime Minister Janez Janša. Freedom Movement leader Robert Golob warned that the legal action harms Slovenia’s international reputation and threatens democratic norms. The EU’s Sahel representation now proceeds under Markussen, who is tasked with coordinating aid and security initiatives with African partners.
