EU-Spain migration management in Ceuta and Melilla
Overview
Following a mass influx of migrants from Morocco in July, the European Commission has pledged support to Spain to ensure rapid migrant returns in Ceuta. Commission President Ursula von der Leyen noted that the crisis highlights how sudden arrivals pressure the European Union’s external borders, prompting negotiations with Morocco to strengthen cooperation on border management and the prevention of irregular departures.
In response to the situation, the European People's Party (EPP) has reaffirmed that Ceuta and Melilla are part of Spain and Europe. To bolster security, a budget amendment has been promoted to allocate 80 million euros toward strengthening border security through technological means and the construction of maritime and land barriers. Additionally, there have been calls for increased support from Frontex to assist in managing the border situation, with some officials suggesting migration has been used as a tool of pressure against Europe.
