EU-Ukraine Drone Alliance industrial cooperation

The EU-Ukraine Drone Alliance, an initiative created by the European Commission to combine Ukraine’s combat experience with European industrial capacity, held its inaugural meeting in Brussels on September 11, 2026.

The alliance includes manufacturers, innovators, and startups from EU member states, EFTA countries, and Ukraine. The group aims to establish timelines for the development of drone and counter-drone systems and define strategic priorities for technological cooperation. The initiative seeks to accelerate the production of next-generation autonomous systems and countermeasures, potentially utilizing up to 10 billion euros in unused funds from the SAFE program.

During the meeting, European Commissioner for Defense and Space Andrius Kubilius emphasized the necessity for rapid industrial capacity, noting that design cycles must occur in weeks rather than months to address evolving threats. Following a drone agreement announced in July 2026 as part of the EU-Ukraine Defense Industrial Pact, the alliance intends to begin joint production of combat-proven autonomous systems by the end of the year.
