EU wage transparency implementation in Central Europe

Central European nations are advancing the implementation of EU Directive 2023/970 regarding wage transparency. While the official deadline for transposition was June 2026, several countries, including Hungary, are targeting a January 1, 2027, start date. In Hungary, experts note that firms must prepare for a cultural shift in wage-setting. The directive will allow employees to request average salary data for peers in similar roles, aiming to reduce information asymmetry and strengthen bargaining power. Employers face increased administrative workloads to meet these new reporting obligations. In the Czech Republic, the government is advancing legislative changes to transpose directives regarding platform work and pay transparency. These reforms aim to clarify the distinction between entrepreneurship and dependent employment, particularly for digital platform workers. New rules will allow employees to request information on average pay levels for comparable work, broken down by gender, to end the ‘taboo of salary secrecy’. Additionally, the government is introducing measures to combat illegal work, including potential backdated compensation requirements. In Slovakia, similar legislation regarding equal pay has been in effect since June, with employers implementing gender-neutral remuneration structures to avoid fines. Croatia is preparing amendments to its Labor Law to implement the European Directive. The changes aim to increase openness regarding earnings and facilitate the detection of unjustified pay gaps. If a pay gap for equal work exceeds five percent without objective justification, employers will be required to respond. Provisions include prohibiting employers from asking candidates about previous salary history and preventing companies from banning employees from disclosing their own pay. However, the Croatian Employers Association has warned that these regulations could impose ‘significant administrative, legal, and financial burdens’ on companies. To assist with compliance, the Croatian Ministry of Labour has introduced a free digital tool titled ‘Methodology for Job Valuation’.
