EU finalises digital euro rules, pilot set for 2027
Overview
The European Parliament’s 9 July 2026 vote to start inter‑institutional talks on a digital euro was followed on 13 July by the formal adoption of a legislative framework. The Parliament cleared rules that fix the launch of the central‑bank digital currency for 1 January 2029, set a €3,000 personal holding cap that can be reviewed at least every two years, and ban programmability. Businesses receiving digital euros must transfer them to a conventional bank account within 24 hours.
The new framework strengthens data‑privacy safeguards by pseudonymising transaction data and employing zero‑knowledge proofs. It also requires most merchants to accept the token while cash remains available for vulnerable groups, reinforcing euro‑zone payment‑system sovereignty.
The European Central Bank confirmed the selection of 36 payment‑service providers—among them Deutsche Bank, UniCredit and Revolut—to take part in the pilot. The 12‑month test will begin in the second half of 2027, run at the ECB and 19 national central banks, and use a beta version without legal‑tender status. Trials will cover person‑to‑person, person‑to‑business, online and offline payments in cafés, restaurants and other retailers.
Legislation under discussion retains the €3,000 cap, free consumer access via a dedicated app or payment card, and caps merchant fees by law. The ECB plans a formal approval on 1 January 2027, with the pilot’s outcomes feeding into the full retail rollout targeted for 2029. Cash‑like token design, offline mode and privacy‑enhancing technologies aim to reduce dependence on non‑EU payment providers while keeping cash for those who need it.
