European defense industry expansion and deterrence gaps

The European defense industry is undergoing a period of significant expansion as NATO members increase spending to bolster military capabilities. Companies such as Rheinmetall, HENSOLDT, and Leonardo are expanding production for tanks, drones, and air defense systems to meet rising demand.

However, this growth is accompanied by critical challenges. Initial reports highlighted bottlenecks in the supply of raw materials, specifically specialized metals and rare earth elements. Logistics also remain a concern due to the risks of cyberattacks, sabotage, and the complexities of maintaining secure supply chains.

Recent discussions at the European Forum Alpbach have reinforced the idea that Europe faces a “translation problem” regarding how resources are converted into effective deterrence. Experts, including Franz-Stefan Gady of the International Institute for Strategic Studies, emphasize that peace requires the credible threat of military force, noting a significant gap between current funding and the actual requirements of armed forces.

Furthermore, the industry is struggling to meet the immediate defense requirements of Ukraine, which faces a $27 billion funding gap. European Commission officials indicate that the continent’s industrial capacity is currently insufficient to meet these needs, partly due to slow procurement cycles in Brussels that can last between five and ten years. The European Court of Auditors has also warned that fragmented national defense systems, slow political coordination, and a continued reliance on the United States could complicate equipment procurement through 2030.
