European Parliament budget proposals

Overview

The European Parliament has engaged in several budgetary proposal processes involving significant increases over initial European Commission figures.

Regarding the Erasmus+ program for the 2028–2034 period, the Committee on Culture and Education approved amendments to increase the budget to €47.39 billion. This proposal includes specific allocations for education, training, youth, and sports, while aiming to ensure at least 20% participation from individuals with limited opportunities. The committee also suggested adjusting exchange grants to address regional disparities in living costs and inflation. Further proposals for Erasmus+ suggest extending mobility opportunities to amateur athletes and merging the program with the European Solidarity Corps to consolidate youth development initiatives.

In a separate move concerning the 2027 EU budget, the Parliament adopted a position proposing 194 billion euros in commitment appropriations, which is 1.17 billion euros higher than the Commission’s initial proposal. For actual payments to beneficiaries, the Parliament has set a total of 203.3 billion euros.

This 2027 proposal includes specific funding increases for transport and energy networks (€260 million), the Erasmus+ program (€96 million), the LIFE program (€85 million), the European Agricultural Guarantee Fund (€85 million), Horizon Europe (€63 million), EU4Health (€50 million), and civil protection mechanisms (€80 million). Additionally, the Parliament requested increased funds for migration and border security, specifically suggesting an increase of €20 million for the Asylum, Migration and Integration Fund and €40 million for the Border and Visa Management Instrument. MEPs also advocated that EU debt repayment costs, including those from NextGenerationEU and loans for Ukraine, be covered by separate financial instruments to protect existing programs.
