EU agricultural policy and public support
Overview
Eurobarometer survey data indicates widespread public support for European agriculture and the Common Agricultural Policy (CAP). Approximately 95% of Europeans view agriculture and rural areas as vital to the future of the European Union, while 93% consider securing a stable food supply a crucial priority. Consumer preferences show a strong emphasis on quality and origin, with nearly 80% of respondents citing EU origin as an important factor in food purchases. In response, the European Commission intends to launch a ‘Buy european food’ campaign.
As negotiations for the 2028 CAP reform accelerate, discussions have moved into technical and political sessions in Brussels. The Council AGRIFISH is currently establishing a framework for the post-2027 period, focusing on challenges such as drought, fertilizer prices, and market pressures. Czech Agriculture Minister Martin Šebestyán has emphasized the necessity for simplified rules and legal certainty, particularly regarding the definitions of ‘farmer’ and ‘active farmer’. He also called for flexibility in direct payment caps to accommodate regional differences and requested specific funding to combat drought.
In the farming sector, leadership at the Copa and Cogeca organizations has been renewed, with Massimiliano Giansanti re-elected as President of Copa and Lennart Nilsson confirmed as leader of Cogeca through 2027. Giansanti has advocated for a strong CAP, an increased budget to match inflation, and a coherent trade policy, noting that upcoming EU decisions will ‘shape the lives of millions of farmers’.
