EU climate and water resilience initiatives
Overview
The European Commission has initiated strategic frameworks to address climate change impacts, specifically focusing on water resilience and disaster mitigation. This follows reports of significant wildfires and heatwaves across the EU—which resulted in approximately 35,000 additional deaths and the loss of 12 million crops—and economic damages estimated at 200 billion euros between 2022 and 2025.
To support the European Water Initiative, the Water Resilience Stakeholder Platform was launched in Brussels alongside the European Economic and Social Committee and the European Committee of the Regions. This platform aims to unite business representatives, civil society, and government authorities to implement the EU’s Water Resilience Strategy, targeting digitalization and water reuse by 2050. Complementary efforts include the European Irrigation & Water Resilience Forum, which focuses on bridging the gap between water objectives and practical agricultural implementation.
In a broader effort to protect citizens and infrastructure, the Commission has proposed a Climate Resilience Act. This framework would require Member States to assess climate risks and plan preventive measures using consistent baseline assumptions. To aid these efforts, the Commission plans to launch the ‘European Climate Viewer,’ a digital platform designed to map hazards such as railway lines vulnerable to extreme heat or heavy rainfall. Ongoing discussions also emphasize forest management and the deployment of advanced technologies, such as infrared drones, to monitor high-risk areas in Southern Europe.
