Overview

The European Union continues to manage and fund responses to global humanitarian crises, natural disasters, and displacement. The EU Emergency Response Coordination Centre in Brussels operates as a 24/7 hub to coordinate assistance among 27 EU member states and various partner nations, including Ukraine, Norway, and several Balkan countries. In 2025, the center handled 103 requests for assistance.

During the 81st UN General Assembly, European Commission President Ursula von der Leyen announced a humanitarian aid package of nearly 710 million euros to assist populations affected by conflicts, natural disasters, and extreme weather.

A significant portion of this funding is directed toward Africa, with 380 million euros earmarked for migration-related measures in Sub-Saharan Africa to protect vulnerable migrants and support voluntary return and reintegration. An additional 97 million euros will address humanitarian needs caused by conflict, food insecurity, and climate shocks in the region. Specific regional allocations include 7.5 million euros for the Democratic Republic of the Congo to combat an Ebola outbreak and 10 million euros to promote stability in the Great Lakes region.

Other emergency allocations include 103 million euros for the Palestinian territories and Lebanon, and 52 million euros for Ukraine to assist with winter preparedness. A separate 252 million euro fund is designated for urgent support to communities facing displacement, epidemics, and natural disasters globally.
