In France and the Netherlands, initiatives include transforming schoolyards into green spaces and launching national competitions to replace concrete tiles with vegetation. These efforts aim to reduce the ‘urban heat island effect’—where hard surfaces can make city centers up to 10 degrees Celsius warmer than rural areas—and improve stormwater absorption to prevent street and basement flooding.
In Germany, the push for urban planning shifts has intensified. Burkhard Jung, President of the Städtetag, argues that reducing parking spaces and multi-lane roads is “inevitable” to accommodate trees and water retention systems. Local implementation is visible in Wolfenbüttel, where officials have proposed replacing 160 square meters of pavement with planting beds and lime trees. In Bremen, political debates have centered on transforming the city into a ‘sponge city’ by replacing asphalt with lawns and flower beds.
However, financial feasibility remains a major hurdle. In Leipzig, local politicians have noted that while subsidies for heat protection exist, cities struggle to access them due to strained municipal budgets. To address this, Federal Environment Minister Carsten Schneider has proposed amending Article 91a of the Basic Law to establish climate adaptation as a joint task between the federal government and the states.
Recent research from Martin Luther University Halle-Wittenberg and Justus Liebig University Giessen suggests that urban green spaces remain underutilized in broader climate strategies. An evaluation of 2,500 measures across 25 major European cities found that only 11.6 percent addressed green and open spaces, as most planning prioritizes greenhouse gas reduction over adaptation. In response, Berlin is launching an initiative to transform small-scale grey areas, such as driveways and courtyards, into green micro-habitats through community-driven unsealing processes by 2027.
