European youth cultural voucher initiatives
Overview
European governments are implementing digital voucher schemes to increase cultural engagement among young citizens.
In Ireland, the government proposed a €100 digital voucher for 16-year-olds as part of the Budget 2027 plan. Driven by Minister for Arts, Media and Culture Patrick O’Donovan, the initiative aims to revitalize the cultural sector following a post-pandemic decline in live event attendance. The vouchers are intended for use at cinemas, theaters, and live music events, with discussions ongoing regarding potential expansions to include 17-year-olds or sporting events.
In Croatia, a similar pilot project named ‘Kooltura’ has seen 10,000 eighteen-year-olds activate their €100 vouchers. Within five months of the program’s launch, over 10,500 transactions totaling 280,000 euros were completed. While interest has been highest in books and cinema, the service provider network is expanding to include vinyl records. Minister Nina Obuljen Koržinek stated the initiative seeks to “increase the accessibility of culture and art” and foster long-term cultural habits among the youth.
