Extradition proceedings for Los Lobos leader

Spain’s National Court has authorized the extradition of Wilmer Geovanny Chavarría Barré, known as ‘Pipo’, to Ecuador. Identified as a leader of the ‘Los Lobos’ criminal organization, Chavarría was arrested in Málaga in November 2025. Investigations revealed he entered Spain in 2022 using a false identity and underwent seven facial surgeries to evade detection after allegedly faking his own death in Ecuador.

The Spanish court rejected a separate extradition request from the United States concerning narcotics operations in California. Instead, the court ruled that Chavarría must return to Ecuador to serve a 16-year sentence for a 2010 bank robbery and subsequent police chase that resulted in three deaths.

Chavarría’s legal team has filed a ‘recurso de súplica’ (appeal for review), delaying the transfer. The defense argues that Chavarría’s life would be in danger and that Ecuador has failed to provide verifiable guarantees. They further suggest that while the official reason for extradition is the 2010 homicides, Ecuadorian authorities may actually seek to investigate him regarding the 2023 assassination of presidential candidate Fernando Villavicencio.

Ecuadorian Interior Minister Jhon Reimberg noted that the judicial review is expected in September. Ecuadorian authorities have indicated that his return could potentially facilitate a subsequent extradition to the United States.
