FBiH energy efficiency and prosumer subsidy programs

Overview

The Environment Protection Fund of the Federation of Bosnia and Herzegovina previously announced a 2 million KM initiative for 2026, split between residential energy efficiency (1.5 million KM) and electric vehicle purchases (500,000 KM). Due to high demand, applications for residential energy efficiency were temporarily suspended for evaluation.

Expanding renewable energy support, the Operator for Renewable Energy Sources and Efficient Cogeneration (Operator za OIEiEK) has launched a new 4 million KM public call to co-finance the construction of prosumer facilities for households. This program allocates 1.2 million KM to socially vulnerable households, which may receive up to 100 percent of eligible costs, while the remaining 2.8 million KM is available for other individuals and homeowners to cover up to 50 percent of costs. Goran Valka, Acting President of the Operator za OIEiEK Board, described the initiative as a “significant step in implementing the prosumer model in the Federation.” The call remains open for 90 days or until funds are exhausted.

In the broader regional context, over 2.4 million KM has been allocated to infrastructure and waste management in the Herzegovina region, and an EU4EnergyEfficiency study continues to highlight financial and informational barriers to renewable energy investment among citizens.
