Federal indictment of Virginia Senator Louise Lucas

Overview

Virginia State Senator L. Louise Lucas has been indicted by a federal grand jury on multiple charges, including racketeering conspiracy, conspiracy to distribute marijuana, money laundering, bribery, fraud, and drug-related firearms offenses. Prosecutors allege that Lucas led a criminal enterprise, termed the ‘Lucas Enterprise,’ which involved the distribution of at least 100 kilograms of marijuana and was valued at approximately $4.5 million over a five-year period.

The indictment claims Lucas utilized her position as Chairwoman of the Senate Finance and Appropriations Committee to protect the operation from law enforcement and influence legislation for personal and family financial gain. Specifically, prosecutors allege that in August 2022, Lucas paid $750,000 for a stake in a shell company intended to hold a recreational marijuana license, an interest she allegedly failed to report on required economic disclosure forms.

The group of seven defendants includes Lucas’s daughters, Lisa Lucas-Burke and Theresa Lucas-Lamb, and her grandson, Ryan Eichelberger. Lucas, who has served in the Virginia State Senate since 1992 and holds the position of president pro tempore, has denied all allegations. She has characterized the federal investigation and subsequent indictment as ‘political intimidation’ and an attempt to silence her. Her attorney stated the defense was ‘surprised and disheartened’ by the charges, and Lucas intends to plead not guilty.
