Finland berry market faces labor crisis amid visa curbs

However, the sector faces a critical labor shortage following the Ministry of Foreign Affairs’ decision to reject the majority of seasonal work visas for foreign pickers, citing concerns over alleged abuses and criminal suspicions. In one instance, only 123 of 2,145 requests were approved.

On 6 August, the Finnish Immigration Service suspended work permits for four berry‑picking firms pending investigations into industry irregularities. These suspensions, which can last between three and twelve months, aim to address compliance issues. While one company complied with corrective requests to avoid suspension, decisions on six others remain pending.

The market remains active; Tori.fi reports a 50% increase in blueberry listings and high buyer interest, with prices holding near €50 per bucket. The rise in domestic trading is supported by the ‘jokaisenoikeudet’ (everyman’s rights) principle, which allows individuals to forage in many forests, and the fact that income from selling unprocessed wild berries is tax-exempt under Finnish law. According to the Finnish Tax Administration (Vero), this exemption applies to private collectors, whereas those employed by companies are subject to standard income tax rules.

Despite these tax advantages, interest in supplemental income from personal harvesting remains low. Industry leaders continue to warn that local harvesters cannot fully compensate for the lack of foreign labor, leading to warnings of potential supply shortages and price increases for frozen berries this winter.
