Flooding and disaster relief in Istanbul

Overview

Severe flooding and the most intense rainfall recorded in Istanbul in 84 years have resulted in at least 10 fatalities. The Istanbul Governor's Office confirmed that search operations concluded following the recovery of the final missing person, Ahmet Derin.

The extreme weather caused widespread destruction to homes, businesses, and vehicles across Istanbul and the neighboring Kocaeli province, with some areas receiving up to 273 liters of rain per square meter. In response, authorities have begun repairing material damages and processing initial compensation.

Financial impacts are escalating. While the Türkiye Insurance Association previously reported reserves of nearly 2 billion lira, total payouts are now expected to approach 4.5 billion TL. Insurance companies have received over 3,000 damage claims, with approximately 4 billion TL falling under fire insurance policies covering homes and businesses, and nearly 1,000 claims involving vehicle casco insurance.

In the Ayazağa district, business owners reported heavy damage to machinery, vehicles, and inventory due to the Cendere Stream overflowing, with some entrepreneurs estimating individual losses as high as 15 million TL. Local merchants attributed the severity of the flooding to urban development and construction that has narrowed natural stream beds.

In response to the disaster, Commerce Minister Ömer Bolat announced 80 million TL in cash support for affected tradespeople. Beyond direct physical damage, consumers continue to report secondary hardships on the Şikayetvar platform, including difficulties with service repairs, e-commerce transactions, and prolonged electricity outages.
