Overview
Keelung City has faced significant flooding issues driven by different meteorological factors. In early August, Typhoon White Dolphin and high tides caused sea water intrusion, leading to flooding in low-lying areas. In response, Mayor Hsieh Kuo-liang inspected drainage infrastructure and announced plans to issue proactive high tide warnings and increase the deployment of mobile pumps.
By early September, heavy rainfall, with 24-hour totals reaching approximately 280mm, caused widespread inundation in areas such as Xiding Road and near Dawulun Creek. Mayor Hsieh conducted night inspections in the Zhongshan and Anle districts to oversee recovery efforts and ensure drainage operations, such as those at Xiding Market, were completed promptly.
To address recurring flooding, the city government is pursuing a multi-tiered infrastructure strategy. Short-term measures include strengthening disaster warnings and promoting community-based prevention, such as the use of waterproof gates in the Wulun area.
Mid-term plans involve constructing a detention basin at the Dawulun Creek baseball field, designed to hold between 72,000 and 87,000 tons of water. The Water Resources Agency has approved 36 million TWD for the design phase, with construction projected to begin next year. Long-term goals include developing a diversion channel between the Dawulun Industrial Zone and Wumushan, an effort estimated to cost approximately 2 billion TWD.
