Florida child abuse arrests

In late July 2026, Florida law enforcement announced two separate child‑abuse cases in different counties. On July 21, Flagler County authorities arrested Carla E. Nishikura after her 8‑year‑old autistic daughter was found nude and wandering outside their home, which was described as a bio‑hazard environment. Nishikura faces three felony child‑neglect counts. A related incident in Lake County involved Amy Brooke Evans, who was charged after delaying a missing‑child report for a shower; the child was discovered naked with severe neglect signs.

Four days later, on July 25, Volusia County Sheriff’s Office arrested William Conner and Samantha Lucas on multiple counts of child abuse and neglect for confining two minors to a detatched laundry room, depriving them of basic necessities, and subjecting them to unsanitary and punishing conditions. The children were removed to a safe setting.
