Foot-and-mouth disease outbreak in Turkey

Overview

Turkey has implemented widespread restrictions to combat the spread of foot-and-mouth disease (FMD) following the emergence of new mutated variants. The Ministry of Agriculture and Forestry and local commissions have ordered the temporary closure of animal markets in more than 30 provinces, including Kars, Ağrı, Van, Erzurum, İzmir, Aydın, Manisa, Sakarya, Niğde, Aksaray, Kayseri, Afyonkarahisar, Kütahya, Yozgat, and Tokat.

In Kars, where the outbreak was first detected in Halefoğlu village on September 7, 2026, authorities established a 10-kilometer protection and surveillance zone. As of late September, all animal markets across the province were temporarily closed. AK Party Kars Deputy Adem Çalkın reported that 230,000 cattle were vaccinated during the autumn campaign, following a spring vaccination rate of 138 percent. Meanwhile, DEM Party Kars Deputy Gülistan Kılıç Koçyiğit submitted a 13-question motion to the Grand National Assembly of Turkey addressing producer economic losses and structural issues in the livestock sector.

Following successful field inspections and the completion of vaccination efforts, officials announced that animal transport restrictions in Kars are scheduled to be lifted starting November 3, 2026. This lifting applies to both intra-city and inter-city movements, though regions currently under quarantine or where the disease remains active will be excluded.

In Hatay, the SAT-1 type variant was identified in the Kırıkhan district, leading to the suspension of regional markets and the establishment of a quarantine zone. Containment efforts also expanded to Aydın, where entry and exit bans were imposed on 137 neighborhoods, and Amasya, where officials planned to vaccinate over 200,000 cattle to mitigate losses.
