Following the violent unrest during the DFB-Pokal match between SV Waldhof Mannheim and 1. FC Kaiserslautern at the Carl-Benz-Stadion, authorities have moved toward both legal prosecution and systemic security reform.

Mannheim police have officially established a specialized investigation unit named ‘Campus Ludi’. These discussions resulted in agreements to implement changes across ten action areas, including improved entry controls, stricter accreditation management for service providers, and the integration of advanced technology. Furthermore, the state intends to establish a legal basis to impose fines and financial consequences on clubs for future security failures and violations. Specifically, authorities are working toward a framework that would allow for significant fines of up to 100,000 euros against clubs that knowingly fail to uphold security protocols. The agreement also emphasizes the responsibility of clubs to maintain order and enforce stadium bans for serious offenders.

The operational costs for the police response to the initial incident are estimated by the police union to be approximately one million euros. The unrest had previously resulted in injuries to 35 police officers and 85 spectators, with eight individuals requiring hospital treatment.
