Foreign technology in Russian military hardware
Overview
Ukrainian intelligence has identified significant use of foreign-made electronics and components in Russian military equipment.
On October 20, the Main Intelligence Directorate (GUR) reported that over 75% of the foreign components in Russia’s ‘Kometa’ anti-jamming navigation modules originate from the United States. These modules are used to protect strike assets, including Shahed drones and Iskander-M missiles, from electronic warfare. Identified US manufacturers include Texas Instruments, Micron, Analog Devices, and Altera, an Intel subsidiary. Texas Instruments stated that any shipments to Russia are ‘illicit and unauthorized’ and that the company ‘strongly opposes the use of our chips in Russian military equipment.’
On October 22, the Main Directorate of Intelligence (HUR) released a technical analysis of the Filin, a Russian land-launched cruise missile deployed against Ukraine in late summer 2026. The analysis revealed 35 components of United States origin and 22 components from China within the missile. The Filin’s guidance system utilizes a Chinese-made inertial navigation system and a 16-channel ‘Kometa’ module. The missile, developed by NPO Molniya, features a composite fuselage and has an operational range of 600 to 1,200 kilometers.
On October 25, GUR provided further details on the Filin, noting it is produced by PLAZ LLC and utilizes a solid-fuel propulsion engine. The analysis highlighted the missile's reliance on foreign electronics, specifically identifying an R500 engine from Reynolds. The missile is designed to fly at extremely low altitudes and is available in 50kg and 100kg warhead variants.
