Formosa flood mitigation and El Niño preparedness

The government of Formosa has initiated various preventive measures and infrastructure projects to mitigate the potential impacts of the El Niño phenomenon.

Initially, the Provincial Road Directorate (DPV) focused on maintaining the road network and conserving defense systems in Formosa and Clorinda. This effort involved coordination with water management and drinking water services to manage surface runoff and hydrological risks. Officials noted that while infrastructure investments exist, there has been criticism regarding the national government’s focus on emergency coordination over mitigation works.

Following these efforts, the Central Administration Unit of Programs (UCAP) began constructing a specific drainage system in the Cincuentenario area. This project involves installing 800 meters of concrete conduits, sumps, and culverts to direct water toward Laguna Sian, aiming to benefit approximately 20,000 residents. Due to shifts in national public works policy, these current drainage works are being funded exclusively by provincial resources.

To further prepare for weather patterns, Minister of Government, Justice, Security, and Labor Jorge Abel Gonzalez led an inter-institutional meeting with provincial cabinet members, military leaders, and federal agency representatives to review technical reports. Minister Gonzalez emphasized the necessity of early planning to transition from potential risk scenarios to managed responses.

Recent efforts have expanded to include coordinated monitoring by the Provincial Water and Sanitation Service (SPAP) and the DPV. Authorities are analyzing technical reports from Argentina’s National Water Institute and National Meteorological Service, alongside data from Brazil and Paraguay regarding the Paraguay River basin. Julio César Vargas Yegros, general administrator of SPAP, stated that while water levels in riverside cities have not yet reached high levels, the situation is being closely monitored. In Clorinda, preventive measures include the operation of eleven rainwater pumping stations within the local defense system.
