Overview
The social housing crisis in France has drawn formal scrutiny from the Cour des Comptes, which issued an alert regarding the ‘complex and opaque processes’ involved in housing allocation. A report titled ‘Facilitating the path to accessing social housing in the territories’ highlights a severe gap between supply and demand.
In 2024, while there were 2.8 million total requests nationwide, the social housing stock of 4.8 million units resulted in fewer than 400,000 allocations. This represents only 8% of total requests, forcing applicants to wait several years for housing. The strain is particularly evident in the Hauts-de-Seine department, where only 9,349 allocations were made out of 128,761 requests, accounting for just 7.3% of demand.
Although reforms such as the Right to Housing (DALO) and the National Registration System (SNE) were intended to improve transparency and efficiency, the Cour des Comptes suggests these measures are not being fully implemented. This failure is attributed to fragmented responsibilities shared between the state, various departments, and intercommunal authorities.
