Overview

The Gangnam-gu district in Seoul has introduced several administrative reforms to accelerate urban redevelopment and reconstruction projects.

Initially, the district reduced the statutory deadline for reconstruction project committee approvals from 30 days to 10 days through a “team-based simultaneous review” process. This initiative, known as the “Gangnam Redevelopment Acceleration Project,” aims to shorten overall timelines by more than 30% and advance schedules by at least two years. Early approvals under this system were granted for the Ilwon Hansol and Daechi Seonggyeong apartment projects.

Following these changes, the district implemented further measures to manage the 103 ongoing redevelopment, reconstruction, and remodeling projects. This includes the establishment of a ‘reconstruction process management dashboard’ to monitor progress and facilitate inter-departmental coordination. To increase transparency, the district launched a dedicated information menu on its website and a customized text alert service for residents.

Additionally, new procedures were introduced to address vacant commercial spaces in newly completed complexes. By allowing changes to the usage of commercial units before the final ‘transfer notice’ and official building ledger are established, the district aims to expedite the opening of essential services such as hospitals and academies. The DH Firstier IPARK in Gaepo-dong is the first complex to benefit from this measure.
