Garment manufacturing expansion in Ghana

Overview

The garment manufacturing sector in Ghana is expanding through state-supported industrialization initiatives. In late August 2026, President John Dramani Mahama inaugurated the first phase of the NorthShore Apparel Ghana Limited facility in Savelugu. Supported by a $12 million package from the Ghana Export-Import Bank (GEXIM), the plant currently employs over 2,300 workers, primarily women, and operates as a Free Zones enterprise eligible for export under the U.S. African Growth and Opportunity Act (AGOA).

Following the establishment of the Savelugu hub, GEXIM CEO Sylvester Adinam Mensah announced plans in September 2026 to establish a similar state-backed garment and apparel factory in the Volta Region. This new project aims to replicate the Northshore model to drive production, investment, and export-led growth as part of the government’s ‘Reset Agenda’ for economic recovery.
