Overview
After Albania deployed four officers to the international stabilization mission in Gaza on July 30, Egypt stepped up as the principal mediator. Palestinian factions approved a roadmap for the second phase of the cease‑fire, while Israel had yet to formally endorse the plan.
By July 31, intensive Egyptian mediation secured Palestinian approval of the roadmap and coordinated with regional and international partners to prepare humanitarian aid, a national committee to manage Gaza, detailed security arrangements, a phased Israeli troop withdrawal, and financing for reconstruction. Israel’s concerns over verification mechanisms and the timing of withdrawals remained a key obstacle.
On August 3, the Palestinian Ministry of Foreign Affairs accused Israel of repeatedly breaching the cease‑fire, targeting civilians, vital infrastructure, and obstructing aid deliveries. Egypt, Qatar and Turkey issued a joint statement urging Israel to respect all cease‑fire commitments, protect civilians and medical facilities, and allow unhindered humanitarian assistance. They warned that 17 newly reported violations threatened the second phase of the peace roadmap and deepened civilian suffering in Gaza.
