Gaza post-war administration and reconstruction planning

The Peace Council has outlined a framework for a post-war technocratic administration in the Gaza Strip, which excludes Hamas from governance and future fund access. Under a plan involving the United Nations Security Council and the United States, a non-partisan transitional administration would manage civil services through a National Committee for Gaza Management and a Gaza Reconstruction and Development Fund.

To ensure transparency, reconstruction funds—estimated by the World Bank, UN, and EU to reach approximately $71.4 billion over ten years—would be subject to international oversight to prevent terrorism financing. While reports suggested a $400 million agreement to cover Hamas-era debts, Peace Council Director-General Nikolay Mladenov clarified that such funds would only cover legitimate civic debts, such as payments to local suppliers and severance for public employees, and that all contracts would undergo strict scrutiny.

Amidst these administrative developments, security tensions have escalated. Israeli airstrikes killed Colonel Jamal Mahmoud Abu Kamil, the Gaza Governorate Police Director, an event local authorities described as a “dangerous escalation” and a violation of international law occurring during ceasefire violations. While Hamas previously announced the dissolution of its local government to facilitate a transition, unresolved issues regarding security and the disarmament of militias remain.
