Gaza reconstruction: EU and Board of Peace initiatives

Overview

The European Commission’s €883.6 million Team Gaza programme, launched in July 2024, remains the central framework for early recovery in Gaza. Coordinated through the European Investment Bank and the World Bank, the initiative pools contributions from fifteen partner countries to fund water, sanitation, health, and energy infrastructure. Recent donor meetings in Brussels have reinforced this, with Cyprus joining as a contributor to the PEGASE mechanism for the Palestinian Authority.

Parallel to EU efforts, the US-led Board of Peace has engaged in diplomatic activity. In late June and early July 2026, the National Committee for the Administration of Gaza (NCAG) held talks in Cyprus with the Board of Peace and the Tony Blair Institute. These discussions focused on reconstruction, governance, and the establishment of "humanitarian zones"—temporary housing and medical facilities intended to provide stability even if Hamas disarmament is delayed. However, implementation remains slow, as the Board’s $17 billion pledge fund remains largely unspent and the International Stabilization Force (ISF) is yet to be fully assembled.

Reconstruction efforts face significant hurdles. UN officials have reported instances of Hamas diverting humanitarian supplies, including construction materials, for military use. Furthermore, the success of both the EU and Board of Peace initiatives is contingent upon security conditions, the disarmament of Hamas, and Israeli cooperation. While the EU initiative aims to provide relief through national channels, it remains a small fraction of the estimated $71 billion required for full reconstruction.
