Gaza reconstruction: EU fund launch and plans

Overview

In late June 2026 Cyprus confirmed it would host the U.S.-led Board of Peace summit, noting the $17 billion pledge fund remained largely unspent. The Palestinian National Committee for the Administration of Gaza (NCAG) held a two‑day meeting with Board experts, the Office of the High Representative for Gaza and the Tony Blair Institute, covering relief, reconstruction, security, governance and donor transparency while reiterating President Trump’s 20‑point plan.

On 4 July participants defined humanitarian “zones”, beginning with a “yellow zone” at Tel al‑Sultan to provide temporary housing, schools and medical care for tens of thousands, with plans to expand for hundreds of thousands; security would involve a new Palestinian police force trained in Egypt, an international stabilization contingent, and Israeli perimeter control.

On 13 July Cyprus signed €41.7 million contribution agreements through the EU PEGASE mechanism and pledged further support under the “Team Gaza” initiative. The same day the European Commission formally launched the Team Gaza Initiative, an €883.6 million early‑recovery package aimed at restoring water and sanitation, clearing debris, rebuilding health facilities, and reviving energy, agriculture and food systems. The fund, coordinated by the donor group for Palestine, brings together more than a dozen EU member states, Japan, the European Investment Bank and the World Bank, with Australia and Canada expected to join. Commissioner Dubravka Suica emphasized that secure access, humanitarian corridors and the disarmament of Hamas are prerequisites for the aid to reach Gaza’s population. The EU stresses the €883.6 million effort is a first step toward an estimated €71 billion reconstruction need over ten years.
