Dr. Julia Martínez Candado noted the challenge of consolidating Law 1761 of 2015 (Rosa Elvira Cely Law) and emphasized the need to transform territorial data into anticipatory public policies. Obstacles for victims include economic dependence, fear of revictimization, and the normalization of violence.

In Honduras, emergency calls regarding domestic violence reached 47,215 in the first six months of the year, surpassing the total for 2025. Despite these high volumes, judicial outcomes remain low, with the Fiscalía de la Mujer recording only 176 formal requests and 33 sentences during that period.
