Gender-based violence and crime against minors in Italy

Overview

Reports from Istat and the Terre des Hommes Foundation highlight significant trends in violence against women and minors in Italy. In 2025, the national 1522 helpline recorded over 61,000 valid calls, with 25,970 made directly by victims. Reported violence types included psychological (36.1%), physical (28%), sexual (4.6%), sexual violence against minors (1.1%), and economic violence (2.2%). In 36.5% of cases, victims reported the abuse had been ongoing for years. Regional incidence varies, with Veneto, Emilia Romagna, Lombardy, and Lazio reaching 9.5 per 10,000 women, while Marche saw a recent increase in call volume despite a lower incidence rate of 6.68 per 10,000.

Research conducted between March 2025 and January 2026 revealed that approximately three million Italian women aged 16 to 75 experienced physical or sexual violence before age 16, representing 15.3% of that demographic. The study noted that 58.4% of women who suffered childhood sexual abuse did not report it. A correlation exists between childhood and adult experiences, as 57.2% of women who suffered sexual violence before age 16 also experienced physical or sexual violence later. Among foreign women, the incidence rate was 11.4%, peaking at 22.4% for refugees.

Crimes against minors reached a record 7,272 victims in 2025, a 43% increase over 2015. Domestic maltreatment affected 3,008 victims (41.4%), a 109% increase over the decade. Additionally, mUp Research identified 128,000 women as victims of economic violence, including 102,000 who were forbidden from working by partners.
