Genoa municipal administration and labor reforms
Overview
The Municipality of Genoa has moved to address labor issues and administrative efficiency through new personnel investments and reform proposals.
Following a period of industrial action, the city administration resolved a labor dispute with municipal employees after 22 meetings with trade unions. The agreement involves a 4.5 million euro commitment to personnel, including plans to hire 256 workers in 2026 and an additional 187 in 2027 to manage high turnover. Mayor Silvia Salis noted that these roles would focus on schools, security, and essential services.
Building on these workforce developments, Genoa hosted a national forum to present a ‘white paper’ of public administration reform proposals to the Minister for Public Administration, Paolo Zangrillo. The proposed reforms aim to drive economic development by utilizing digitalization to reduce bureaucracy and improve interactions between citizens, businesses, and institutions. This includes a digital training program launched in collaboration with Meta, the Chamber of Commerce, and Confindustria.
