German coalition fiscal and energy policy disputes
Overview
The German governing coalition has experienced internal friction regarding fiscal responsibility, debt, and economic reforms. Tensions between the CDU/CSU and SPD have been described by the Wirtschaftsrat as a “project of opposites.”
To address rising fuel prices, the government agreed to a temporary energy tax reduction effective October 1, intended to lower prices by up to 17 cents per liter. While discussions regarding dynamic price caps and EU-wide windfall taxes have occurred, the European Commission has not moved forward with a windfall tax proposal.
By late September, Bavarian Prime Minister Markus Söder suggested the federal coalition was moving past a period of stagnation toward a more productive relationship. While Söder advocated for the fuel discount as a necessary immediate signal to citizens, he called for more permanent long-term energy tax reforms to assist consumers and industry.
