German consumer fraud via deceptive online retail

German retail and consumer protection organizations have issued warnings regarding fraudulent online shopping practices designed to mislead domestic consumers.

Initially, the German Retail Association (HDE) identified a trend of online shops that appear to be German-based through the use of local names, .de domains, and German-language text, but are actually operated by entities in China. These providers often use a model similar to dropshipping, where products are shipped directly from China. A significant issue noted is that high return shipping costs often equal or exceed the value of the items, which effectively discourages consumers from exercising their rights to returns or warranties.

Subsequent warnings from consumer protection agencies, such as Verbraucherzentrale Niedersachsen, highlighted a more specific and sophisticated scheme. In these cases, fraudulent websites pose as long-standing, regional family businesses that are purportedly closing down. These sites use emotional storytelling and massive discounts of up to 80 percent to create urgency. While these shops claim local roots, investigators have found their actual headquarters are often located in distant regions like Hong Kong or Wyoming. Similar to the previously identified model, customers frequently receive low-quality merchandise and face prohibitive return costs.
