German energy infrastructure security concerns

Overview

Following a series of sabotage attacks on the German power grid, executives from major energy companies are advocating for increased operational secrecy and enhanced surveillance capabilities to protect critical infrastructure.

Christoph Müller, CEO of transmission operator Amprion, requested expanded security freedoms from federal and state governments, proposing the use of drones for monitoring high-voltage lines. Similarly, RWE CEO Markus Krebber called for a shift toward secrecy to counter hybrid threats, suggesting that current transparency laws are insufficient.

In a significant development, German authorities arrested 48-year-old Daniel V. near the Weisweiler power plant following a large-scale manhunt involving approximately 1,700 police officers. Investigations revealed the suspect used self-made rockets and launching devices to shoot conductive wires over high-voltage lines, causing short circuits across several federal states, including North Rhine-Westphalia, Brandenburg, and Saxony. These actions caused temporary disruptions at facilities such as the Bergheim-Rheidt and Turnow-Preilack plants, though no widespread blackouts were reported.

Police discovered a notebook in the suspect’s motorhome containing notes on approximately 160 potential and previous sabotage targets. In North Rhine-Westphalia, authorities found more than 40 launching devices, with an additional 21 discovered in Saxony. While the suspect reportedly cited a protest against fossil fuel electricity generation as his motive, the Federal Prosecutor's Office has taken over the investigation to examine potential unconstitutional sabotage and whether the suspect acted alone or had accomplices or foreign backing. He faces charges including causing explosions, disrupting public utilities, and destroying essential equipment.
