German missile procurement and defense expansion

Overview

The German Army has initiated plans to bolster its long-distance strike capabilities through the procurement of diverse missile systems. Initially, Army Inspector General Christian Freuding announced the intent to acquire low-cost cruise missiles with a range of approximately 1,500 kilometers. These mass-deployment weapons are intended to complement high-quality, strategic US-made missiles by saturating and overwhelming enemy air defense systems, with deliveries expected to begin by 2027.

Subsequent developments show Germany negotiating the acquisition of several thousand high-precision, long-range missiles to strengthen deterrence against Russia. The Ministry of Defense is evaluating various ground-based systems to supplement its existing Taurus missile arsenal. Potential suppliers include the US company Covenant, the Dutch firm Destinus SA, and the German-British startup Hypersonica. Notably, Covenant has opened a production facility in Leipzig, Germany, with plans to manufacture its Anthem weapon system starting in 2027.

Germany is also moving toward finalizing an agreement within the coming weeks to purchase an initial batch of Ukrainian-developed Bars missiles. While Ukrainian officials characterize the jet-powered system as a ‘drone-missile’, Germany classifies it as a low-cost cruise missile. The Bars system, also referred to as ‘Schneeleopard’, features a range of up to 1,000 km and a payload capacity of up to 105 kg. Technical trials by the Bundeswehr are scheduled for early 2027; successful testing could lead to larger orders for several hundred units. This acquisition marks the first known purchase of Ukrainian-developed weaponry by the German military and reflects a strategic shift toward acquiring capabilities from defense start-ups to accelerate procurement. Furthermore, production of the Bars system has commenced in Germany via a joint Ukrainian-German venture under the ‘Build with Ukraine’ initiative, which aims to expand military manufacturing outside of conflict zones.
